Why are Iraqis crossing into Jordan considered refugees?

Because Jordan has very liberal laws as to who is or is not a legetimate 'refugee.' Most of the 'refugees' that people feel sorry for are people who were part of Saddam's regime and left the country rather than face a judge and jury.
