Why Do Poor Black Communities Breed More Crime And Murder Than Poor White And Asian Communities?

The crime and murder rate in predominantly Black cities like Compton, Detroit, New Orleans, Oakland, etc is a lot higher than West Virginia for example which has a large number of poor Whites. The crime and murder rate in these Black urban ghettos is also a lot higher than poor Asian countries like The Philippines and Vietnam for example.
